Changes in subsidies and controls for farmers from 2025.

The law introduces new rules for granting subsidies to farmers, including for using microbiological fertiliser products and certified seed material. It also introduces penalties for non-compliance with social conditionality requirements, which will be checked by the National Labour Inspectorate. For farmers, this means new obligations and opportunities for additional financial support.
Key points
New subsidies: farmers can receive money for using microbiological fertiliser products and for using elite or certified seed material of cereals, legumes, and potatoes.
Penalties for non-compliance with social conditionality requirements: if a farmer does not comply with social conditionality requirements, they may receive an administrative penalty that reduces their subsidies.
Inspections by the National Labour Inspectorate: the Inspectorate will check farmers for compliance with social conditionality requirements, and the results will be sent to the Agency for Restructuring and Modernisation of Agriculture.
Easier recovery of undue payments: if a farmer received too much money and the amount is small (up to 100 euros), the authority can deduct it from future subsidies without starting a separate procedure.
