Changes in Medical Rescue: Support for Paramedics and Penalties for Hospitals

The act introduces significant changes to the medical rescue system to improve its functioning and increase the safety of patients and rescuers. Hospitals that refuse to admit a patient from an ambulance will face severe penalties, and rescuers will receive mandatory self-defense training and psychological support.

Safety and Support for Rescuers: Mandatory, state-funded self-defense and de-escalation techniques training for rescue team members has been introduced. They are also guaranteed access to psychological support.
Penalties for Hospitals Refusing Patients: A hospital that unjustifiably refuses to admit a patient brought by an ambulance may face a contractual penalty or even the loss of its contract with the National Health Fund (NFZ).
New Rescue Units: Motorcycle rescue units have been introduced to shorten response times to victims, especially in cities.
Training for Uniformed Services: New, detailed rules for first aid training for police officers, firefighters, border guards, and soldiers have been established, including a system of supervision and examination.
Procedures for Death in an Ambulance: Clear rules have been defined for handling a patient's death in an ambulance, including transporting the body to a morgue and the procedure for issuing a death certificate.
Changes to Emergency Numbers: Calls to the 999 emergency number will eventually be directed to emergency notification centers, similar to the 112 number.
