Spatial planning changes and deadline postponement

This law postpones key deadlines for the new spatial planning system, including the entry into force of general municipal plans, from early 2026 to mid-2026. It also introduces minor adjustments to the rules for creating these plans, such as considering existing residential development. For citizens, this means more time to adapt to new regulations, but also a longer period of validity for old rules, for example for housing investments.
Key points
Postponement of the entry into force of general municipal plans from January 1, 2026 to July 1, 2026.
Extension by 6 months (to June 30, 2026) of deadlines for adopting general plans and other planning documents.
New rules for designating planning zones: priority for areas with existing residential development.
Facilitations for housing investments and agricultural biogas plants – old regulations will remain in force longer.
Clarification that general plans must take into account the current conditions of municipal development.
