The Act amends the Acts on Combating Unfair Competition, Competition and Consumer Protection, and Public Procurement Law to ensure the application of EU regulations: P2B (Platform-to-Business), DMA (Digital Markets Act), FSR (Foreign Subsidies Regulation), and e-forms. The new provisions designate competent authorities (President of UOKiK, President of UZP) to cooperate with the European Commission and introduce redress mechanisms for business users.

Granting the President of UOKiK competences to support the European Commission in enforcing the Digital Markets Act (DMA) and conducting explanatory proceedings.
Designation of the President of UOKiK and the President of UZP to perform tasks related to the control of foreign subsidies (FSR) distorting the internal market.
Enabling organizations and associations listed by the Minister of Economy to pursue claims on behalf of business users.
Establishment of a maximum state budget expenditure limit for the years 2026–2035 in connection with the amendment to the Concession Act (total PLN 2 million).
