Contractors can voluntarily obtain a certificate confirming they are not subject to exclusion from tenders and are capable of properly executing public contracts.
The certificate will replace many documents (subjective means of proof) required in tender procedures, simplifying the process.
A public, accessible Database on Certification of Public Procurement Contractors will be established.
Certificates will be valid for 1 to 3 years, and their validity will be subject to continuous supervision by the certifying body.
The Act amends other regulations (e.g., Tax Ordinance, National Criminal Register) to provide certifying bodies with access to necessary contractor data.
