Free legal aid: remote access and new rules for entrepreneurs

The act changes how citizens can access free legal aid and civic counseling. It introduces remote consultations by phone or online, but also new requirements for business owners. It also sets state spending limits for this program until 2035.

New obligation for entrepreneurs: when declaring inability to afford paid legal help, they must also confirm they did not employ anyone in the past year.
People with severe mobility disabilities and those with communication difficulties can receive help outside service points – for example, at home.
During epidemics or states of emergency, county heads may order that legal aid be provided exclusively remotely.
The state plans to spend over PLN 1.2 billion on this program in 2026–2035, with annual limits rising from PLN 112 million in 2026 to PLN 140 million in 2035.
