New Social Insurance Rules for Seafarers
The bill introduces new social insurance rules for seafarers, defining their status and obligations. Seafarers will be able to pay contributions independently and settle selected past insurance periods. The changes aim to regulate their situation in the insurance system, particularly for those working on ships under third-country flags.
Key points
New insurance status: A definition of a seafarer is introduced; after obtaining a certificate and registering with ZUS, they will independently finance social insurance contributions.
Confirmation of status: The certificate of seafarer status will be issued by the director of the maritime office or an employment agency.
Suspension option: A seafarer may suspend their status for up to 3 months in a calendar year after finishing work on a ship.
Retroactive payment: It is possible to voluntarily pay pension and disability contributions for selected months from July 1, 2020, to June 30, 2025.
Debt impact on benefits: The right to sickness and maternity benefits will not be granted if contribution arrears exceed 1% of the minimum wage.
Health insurance: Seafarers covered by the new status will be subject to mandatory health insurance.
