Poland's 2024 State Guarantees Report: Economic and Citizen Support

The government presented a report on financial guarantees and sureties granted in 2024 by the State Treasury and Bank Gospodarstwa Krajowego. The document shows how the state supported various economic sectors, national defense, aid for Ukraine, as well as programs for entrepreneurs, students, and home buyers. Despite an increase in potential liabilities, the state incurred no costs from defaults on guaranteed agreements.

The state granted over 207 billion PLN in guarantees in 2024, mainly for national defense, the COVID-19 Counteracting Fund, and aid for Ukrainian citizens.
Bank Gospodarstwa Krajowego supported entrepreneurs (over 94,000 guarantees), students (over 1,800 loan sureties), and housing programs ("Family Housing Loan", "Safe 2% Loan") and the "Clean Air" program.
The state's potential liabilities from guarantees and sureties rose to over 701 billion PLN, representing about 19.4% of the annual GDP, but no funds were spent on their repayment in 2024.
The report indicates that the state actively uses guarantees to support key areas while maintaining a low level of risk for the budget.
