More rental housing and dormitories, end of buyouts from support programs
The draft law aims to increase the availability of affordable rental housing and dormitory places, financed with public funds. It introduces a ban on buying out housing built under support programs and increases funding for these programs, making it easier for municipalities and universities to carry out housing investments.
Key points
Ban on buying out housing built with preferential loans and financial support, so that it remains available for rent to those in need.
Extension of the period after which municipal housing built with support can be sold, from 15 to 25 years, with the obligation to sell at market price and use the proceeds for new housing investments.
Increased financial resources for programs supporting the construction of municipal and rental housing (BSK and SBC) and the renovation of vacant municipal properties.
Enabling public universities to obtain financial support for the construction and renovation of dormitories to increase the availability of places for students and doctoral candidates.
Changes to the rules for setting rent in Social Housing Initiatives (SIM), requiring the opinion of the supervisory board, in which municipalities will have a greater say.
Allowing municipalities to determine the number of parking spaces for new housing investments according to local needs, rather than rigid national guidelines.
Introduction of a new certificate template for property appraisers, also available in the mObywatel application, which is intended to increase the security of real estate transactions.
