New EU Emergency Travel Document from Consuls
This law introduces a new EU Emergency Travel Document (ETD) that Polish consuls can issue to EU citizens who have lost their passport abroad. The document is meant to facilitate a quicker return home. It also sets rules for how Poland will help other EU countries verify the data of Polish citizens applying for such a document.

Consuls will issue an EU Emergency Travel Document (ETD) to EU citizens who lost or destroyed their passport abroad and whose home country cannot issue a new one quickly.
The ETD is valid for a maximum of 15 days and is only for returning to the home country, country of residence, or, in exceptional cases, another destination.
Applications must be made in person at the consulate, but exceptions are possible; the consul has 2 working days to contact the applicant's home country.
If the home country does not confirm the data within 3 working days or objects, the ETD will not be issued.
Polish consuls will also help other EU countries verify the data of Polish citizens applying for an ETD there – they have 3 working days to do so.
After returning to the destination country, the ETD must be returned to a consul, who will then physically destroy it.
