Housing law changes: new rental rules, subsidies, and savings

The act modifies rules for Social Housing Initiatives (SIM), giving municipalities more control over rent increases and tenant rights. It expands state support to include rooms for students and doctoral students and changes the housing savings account rules. New budget spending limits for housing programs are set for 2026-2030.
Key points
Municipalities gain the right to appoint representatives to SIM supervisory boards; changes to the rent rate will require an opinion from the supervisory board.
SIM tenants can transfer rights and obligations from the agreement to persons in tax groups I or II (e.g., spouse, children) without SIM's consent, provided income criteria are met.
A new program for building rooms for students and doctoral students with state subsidies is introduced, with income limits and maximum fees.
Housing savings account rules change: minimum monthly deposit drops from 500 PLN to 300 PLN, and the age limit (45) for opening an account is removed.
The ban on separating subsidized housing units into ownership is extended from 15 to 25 years.
State budget spending limits for housing subsidies and social housing support are increased for 2026-2030.
