More Rental Housing and Student Support. Changes in Housing Programs.

The act introduces changes to facilitate the construction of affordable rental housing and student accommodation. It increases funding for housing support programs and restricts the possibility of buying out publicly funded housing to serve those in need for a longer period.
Key points
Increased funding for the construction and renovation of communal housing and affordable rental housing.
Public universities will be able to receive support for building and renovating dormitories for students and doctoral candidates.
Housing built with public support (e.g., within SIM/TBS) cannot be sold as private property for 25 years from commissioning and loan repayment.
Communal housing renovated or built with public support can be sold after 25 years, but only at market price and without discount, and the proceeds must be used for new communal housing.
Termination of the "Safe Credit 2%" program - applications can only be submitted until the act comes into force.
Easier saving for housing: lower minimum monthly deposit for Housing Accounts (from PLN 500 to PLN 300) and removal of the age limit for savers.
Possibility to use funds from the Housing Account for renovation or reconstruction of an apartment/house received by inheritance or donation.
Increase in the minimum housing bonus for savers in the Housing Account from 1% to 4% annually.
Facilitations for municipalities in planning parking spaces for new housing investments.
New certificate template for property appraisers, also available in the mObywatel mobile application.
