Extension of postal voting for all citizens in Poland and abroad
The draft law extends the possibility of postal voting to all citizens in most elections, making it easier to cast a vote without visiting a polling station. The changes aim to increase voter turnout and accessibility, especially for the elderly, disabled, and those abroad or in quarantine. New rules will come into force 6 months after publication.
Key points
Every voter will be able to vote by mail in elections to the Sejm, Senate, President of Poland, and the European Parliament.
Disabled persons, those over 60, and those in quarantine will also be able to vote by mail in local government and mayoral elections.
The intention to vote by mail must be reported 13 days before elections in Poland, and to the consul 30 days before elections abroad.
Ballot packages will be delivered in person in Poland, and abroad sent by unregistered mail or collected at the consulate.
Postal voting will not be possible in hospitals, social welfare homes, prisons, on Polish sea vessels, or when voting by proxy.
