2024 Budget Law: Support for Education, Health, Infrastructure, and Protective Allowance

The act introduces several changes to the implementation of the state budget for 2024, affecting public finances, education, health, and infrastructure. Citizens will benefit from the extension of the protective allowance, teachers will receive pay raises, and hospitals will get additional funds for treating children and oncology patients. New rules for local government financing and investments in railways and technology have also been introduced.

The protective allowance, supporting household budgets, has been extended until the end of 2024.
The average salary for teachers will increase by 2.308% in 2024.
The National Health Fund will receive an additional 3 billion PLN for treating children (psychiatry, rare diseases, oncology) and adult oncology patients.
Billions of zlotys have been allocated for investments in railways (1.3 billion PLN), roads (500 million PLN), and strategic technologies (3.5 billion PLN).
Public universities will receive up to 2.196 billion PLN in treasury bonds for the development of teaching and research potential.
New rules for local government financing have been introduced, including 3.231 billion PLN for the development part of the general subsidy.
The base amount for individuals holding managerial state positions will not be valorized in 2024.
Changes have been made to the calculation of educational grants for local governments, excluding students from Ukraine in some calculations.
