Electronic records for plant protection: new duties for professional users
The draft law introduces a mandatory electronic documentation requirement for professional users of plant protection products to implement EU regulations. Records will be kept in an IT system built by the Main Inspector of Plant Health and Seed Inspection. The act is set to enter into force on January 1, 2026.

Electronic documentation: Professional users will be required to maintain and store treatment records in a dedicated IT system.
IT System: The Main Inspector of Plant Health and Seed Inspection will build and make available a system enabling data entry in accordance with EU requirements.
Data exchange: Information from the system will be shared with, among others, the Central Statistical Office, the Minister of Agriculture, research institutes, and the Agency for Restructuring and Modernisation of Agriculture.
Purpose of changes: Collected data will be used to calculate risk indicators, for statistical purposes, and for administrative checks.
Sanctions: Fines are provided for failing to keep documentation in electronic form or failing to submit required information.
