The act introduces modern online systems for handling agricultural matters and tightens the rules for the sale and delivery of dangerous chemical products. The changes aim to better protect human health and the environment by restricting access to hazardous substances and simplifying paperwork through digitization.
Key points
No professional pesticides in parcel lockers: It is now forbidden to deliver professional-use plant protection products to parcel lockers, mailboxes, or grocery stores.
Digitization of procedures: Applications for plant variety registration, legal protection, or seed material evaluation can now be submitted online.
Strict control of dangerous substances (fumigants): Purchasing highly toxic gas-treatment (fumigation) products will only be allowed for trained professionals, and every transaction must be recorded and invoiced.
Ban on online sales of the most dangerous biocides: The most hazardous biocidal products intended for fumigation cannot be sold remotely (online).
Training registry: A central electronic registry will be established for individuals who have completed training in plant protection product advisory and application.
Safe food and feed: If tests show that pesticide limits in food or feed are exceeded, inspectors will immediately withdraw them from the market and order their destruction at the owner's expense.
Facilitation for trusted exporters: Companies exporting plants that meet high safety standards will benefit from less frequent phytosanitary inspections.
