New Electronic Healthcare Registration System for Shorter Waiting Times

The draft bill introduces a Central Electronic Registration system for selected medical services, aiming to simplify appointment booking and increase transparency of waiting times. Citizens will be able to register online or directly with providers, choose preferred criteria, and receive updated information on forecasted waiting times, which should improve access to healthcare.
Key points
Easier Appointment Booking: A Central Electronic Registration system is introduced, allowing booking for selected medical services (via Internet Patient Account or provider), with options to choose date, facility, or doctor.
End of Traditional Lists for Selected Services: For services covered by the new system, traditional waiting lists are replaced by a central waiting list if an immediate appointment is not available.
Transparent Waiting Time Information: Forecasted waiting times will be calculated monthly by the National Health Fund (for general lists) and updated daily by the system administrator (for central registration services).
Faster Help for Urgent Cases: Oncology, cardiology patients, and those with sudden health deterioration will have their medical category updated and receive earlier appointments.
Appointment Notifications: Patients will receive notifications about scheduled appointments, changes, or placement on the waiting list (e.g., via app or SMS).
Changes for e-prescriptions and e-referrals: The scope of data on e-prescriptions and e-referrals is expanded (including medical procedure codes and additional patient info).
Consequences for No-Shows: Failure to attend a scheduled appointment without justification (force majeure) will result in removal from the schedule and central waiting list.
