New accommodation rules and financial allowances for uniformed services
The draft act introduces a unified housing support system for officers of the Police, Border Guard, and State Fire Service, among others. Instead of the previous varied rules, officers will be able to choose one of four forms of assistance: allocation of a residential unit, temporary quarters, a place in a dormitory, or a new, tax-exempt cash benefit to cover housing costs.
Key points
Officers gain the right to choose their form of housing support: allocation of a residential unit, temporary quarters, a dormitory, or a new cash benefit.
The new housing benefit replaces previous forms of aid (e.g., equivalent for lack of housing), and its amount will depend on the location (place of service or residence).
A fixed monthly commuting allowance (PLN 140, PLN 180, or PLN 220) is introduced for officers living in a different town than their place of service.
The new housing benefit and the costs of temporary quarters (covered by the state) will be exempt from income tax.
State Protection Service (SOP) officers will receive new entitlements: an annual vacation bonus and a right to travel at the service's expense (or a lump sum equivalent for unused travel) once a year.
The rules are standardized for officers of the Police, Border Guard, State Fire Service, ABW, AW, SKW, SWW, and SOP.
The draft act specifies concrete spending limits for implementing the changes in the budgets of individual services for the years 2025-2035.
