CPK Law: New Deadlines, Funding, and Expansion of Poland's Transport Network.
This new law aims to ensure the construction of the Central Communication Port (CPK) and its associated rail network, setting specific deadlines and funding. It mandates the transfer of air traffic from Chopin Airport to CPK by the end of 2032 and prohibits public subsidies for air connections. The goal is to boost transport, the economy, and create numerous jobs, impacting citizens' daily travel and business opportunities.
Key points
CPK airport and key railway lines are to be completed by 2031 and 2030 respectively, with over 66 billion PLN in treasury bond funding.
Chopin Airport in Warsaw will cease civil air traffic by the end of 2032, with all operations moving to CPK.
The railway network will be expanded by at least 1338 km, including new lines with speeds up to 250 km/h, connecting cities like Kalisz, Płock, and Grudziądz, improving transport accessibility.
Public funding for air connections will be prohibited to ensure fair competition and CPK's profitability.
New business and logistics centers (Airport City, Cargo City) will be developed around CPK, along with an expanded network of intermodal terminals, generating new jobs and economic opportunities.
Stricter experience requirements for CPK company management and supervisory board are introduced, along with mandatory publication of quarterly project progress reports, increasing transparency.
