Faster Land Acquisition for CPK and New Compensation Rules

The act amends regulations concerning the Central Communication Port (CPK), accelerating the process of acquiring real estate for the investment. Citizens whose properties are covered by CPK plans may receive compensation, including an advance payment, more quickly, but at the same time, the Special Purpose Vehicle gains the ability to take possession of the property earlier. The changes aim to streamline the CPK project's implementation but may affect the timing and conditions for current owners to vacate their properties.
Key points
Possibility of immediate enforceability for CPK location decisions, allowing the Special Purpose Vehicle to acquire properties faster.
Introduction of advance payments for compensation, amounting to 85% of the determined sum, paid within 30 days of application.
Shortening the deadline for issuing compensation decisions to 30 days (or 60 days in cases of immediate enforceability).
Owners who promptly vacate their property (within 30 days) will receive compensation increased by 5% of its value.
The deadline for vacating property after a final decision is a minimum of 120 days; with immediate enforceability, a minimum of 120 days from the compensation decision.
Suspension or halting of zoning permit proceedings in areas covered by CPK accompanying investment plans, unless the Plenipotentiary agrees.
