New Abortion Rules: Broader Access, Free Procedures, No Penalties

This draft law introduces new rules for abortion, guaranteeing the right to the procedure up to the 12th week of pregnancy and in special cases also later. It ensures free access to services within the National Health Fund (NFZ) and limits doctors' ability to refuse, while also abolishing penalties for abortion with the pregnant person's consent and for assisting in it.

Every person has the right to terminate a pregnancy up to the end of the 12th week.
After 12 weeks, pregnancy can be terminated in cases of threat to life or health, fetal defects, or if it results from a prohibited act.
Abortion procedures will be free for insured persons and financed by the National Health Fund (NFZ).
Medical facilities must ensure access to the service; doctors refusing must indicate another specialist, or the facility must have a subcontractor.
Penal Code provisions have been repealed, meaning no penalties for abortion with the pregnant person's consent or for assisting in it.
A faster appeal procedure (up to 3 days) has been introduced in case of refusal to provide the service.
