Increased government transparency and administrative reforms in key areas
The act introduces changes to the functioning of government administration, organizing the rules for maintaining lists of legislative work. It transfers responsibility for selected areas, such as equality, senior policy, and humanitarian aid, to the appropriate bodies and statutorily regulates the legislative application process.
Key points
The Council of Ministers, the Prime Minister, and ministers will maintain lists of legislative work based on the Act on the Council of Ministers, organizing the information system on planned actions.
Draft laws and regulations will be made available in the Public Information Bulletin upon submission for consultation, and anyone will be able to declare interest in working on them.
The Humanitarian-Medical Team (ZPHM) is transferred under the supervision of the Minister of Health and gains the ability to operate within Poland during crisis situations.
Tasks regarding equal treatment are entrusted to the Ombudsman and a government member or plenipotentiary, while senior policy goes to the minister responsible for social security or a plenipotentiary.
The rules for conducting a paid legislative apprenticeship by the Government Legislation Centre have been regulated at the statutory level.
Changes were introduced to the organization of IT support for the Chancellery of the Prime Minister, and the Integrated IT System was transferred to the minister responsible for state assets.
