Increased Budget and New Rules for Central Animal Asylum
The bill introduces changes to the operation of the Central Animal Asylum, increasing the state budget expenditure limit for its organization and operation to over 133 million PLN in the years 2022–2031. It allows for cooperation with other entities regarding animal holding and digitizes many formalities, simplifying the submission of applications and protocols. It also defines new rules for the transport and potential return of animals, and expands the Asylum's activities to include nature protection and education.
Key points
Increased Funding: The maximum state budget expenditure limit for 2022–2031 will increase from approx. 77 million PLN to over 133 million PLN, due to investment costs among other factors.
Cooperation with Other Facilities: The Asylum can outsource tasks (e.g., holding, quarantine) to other zoos, rehabilitation centers, or asylums when it cannot provide proper conditions itself or for economic reasons.
Digitalization of Formalities: Documents, such as animal admission requests and protocols, can be submitted electronically (e.g., with a trusted signature), streamlining processes.
New Rules for Animal Transport and Return: A procedure for the Director's consent for animal transport has been introduced, as well as grounds for their return, e.g., if the court does not order the forfeiture of the animal.
Expanded Activities: The Asylum will carry out tasks related to nature protection and education, and will be able to cooperate with scientific institutions.
