Increased Transparency and Lower Rents in SIM/TBS
This bill aims to increase transparency in the management of Social Housing Initiatives (SIM) and Social Housing Associations (TBS), which should lead to lower rents for tenants. Clear rules for setting rent rates, limits on SIM operating costs, and an obligation to publish detailed financial data will be introduced to protect residents from unjustified increases and mismanagement.

Rents in SIM/TBS will be set based on reliable calculations, which must be publicly available on the SIM website at least two weeks before a decision is made.
The rent amount will only be allowed to cover operating costs, renovation costs, repayment of construction-related liabilities, and SIM operating costs, which will have maximum percentage limits depending on the number of units owned.
SIMs will be required to publish detailed data on operating costs, including employment expenses and civil law contracts, enabling tenants and supervisory bodies to control the legitimacy of incurred costs.
Any surplus from rents exceeding the established costs will be allocated to an additional capital fund, which will be used in the future to limit rent increases.
