Personal Assistance Act: Support for Persons with Disabilities and Their Families

The new law introduces systemic personal assistance for persons with disabilities, enabling them to live more independently and participate actively in society. This solution will relieve families and caregivers of persons with disabilities, and personal assistants will gain stable employment conditions and remuneration.
Key points
Persons with disabilities aged 13-65, meeting specific criteria, will be entitled to free personal assistance, with the possibility of receiving 20 to 240 hours of support per month.
Personal assistants will be employed under a contract, with guaranteed remuneration of 49 to 55 PLN gross per hour, civil liability insurance, and access to training and supervision.
Counties will be responsible for organizing and financing personal assistance, with the option to delegate tasks to non-governmental organizations and municipalities, ensuring universal access to the service.
An electronic system for submitting applications, managing services, and monitoring quality will be introduced, streamlining the process and ensuring transparency.
The act provides for the gradual implementation of entitlements and an increase in the number of assistance hours in subsequent years, as well as tax and VAT exemptions for benefits.
