Testing autonomous vehicles on Polish roads

The act enables companies to test automated and fully autonomous vehicles on public roads in Poland. It introduces detailed safety rules, insurance requirements, and supervision over such tests. It also extends the validity of certain permits for bus carriers.
Key points
Autonomous vehicles can be tested on public roads with a permit – higher automation levels (3-5) require approval, lower levels do not.
A licensed driver must be in the vehicle during tests, ready to take control – except for level 5 vehicles without a driver.
Tests can cover up to 5 voivodeships, and the permit costs between PLN 20,000 and 40,000.
The vehicle owner or research organizer is liable for damages caused by the test vehicle – mandatory third-party liability insurance applies.
The validity of permits for domestic bus carriers has been extended to June 30, 2026.
Illegal testing is subject to financial penalties ranging from PLN 20,000 to 200,000.
