Introduction of Secretaries to Electoral Commissions and Combatting "Ghost Committees"
The draft act amends the Electoral Code by introducing the position of precinct electoral commission secretary, appointed from individuals with higher education and experience in administration or education. It also changes the rules for staffing commissions, limiting the right to nominate candidates to entities that have actually registered lists or candidates in a given district.
