New Alcohol Sales and Promotion Rules in Poland

The draft law introduces significant changes to alcohol sales and promotion rules in Poland. The aim is to limit availability and counteract promotion. Citizens will notice changes in where and when alcohol can be purchased, as well as in the scope of advertising.
Key points
Ban on Alcohol Advertising: The draft provides for a total ban on the advertising and promotion of all alcoholic beverages, including beer, nationwide.
Fewer Sales Locations and Hours: The draft proposes banning alcohol sales at petrol stations, medical facilities, and introducing a night sales ban (10:00 PM - 6:00 AM) for off-premise consumption. Municipalities will be able to set sales restrictions between 9:00 PM and 9:00 AM.
Age Verification and Online Sales: Sellers will be obliged to refuse sales if an age-verifying document is not presented (when in doubt). Distance sales will be possible only with pickup at a sales point after identity and age verification.
Ban on Non-Liquid Alcohol and Minimum Price: Retail sale of ethyl alcohol in forms other than liquid is to be prohibited. The draft also proposes banning alcohol sales at a price not exceeding the amount of excise duty and VAT (from 2027).
Funds for Student Sports: The National Health Fund is to transfer PLN 22 million annually to the Student Sports Activities Fund.
