This law aims to ensure a smooth presidential power transition by regulating the status of the newly elected President (President-Elect) and their Spouse. It introduces organizational support, access to key state information, and protection, intended to increase state stability and public trust in the process. Citizens may experience an indirect impact through strengthened continuity of state functioning and transparency of high officials' actions.

Applicants estimate that the creation and functioning of the unit supporting the President's Spouse may generate additional costs for the state budget of not more than PLN 800,000.
