Changes to Deposit-Refund System and Beverage Packaging Collection

New regulations modify how beverage packaging is collected, allowing companies to choose between a general deposit-refund system or their own. Stores will be required to accept empty packaging and refund deposits without a receipt, making recycling and deposit recovery easier for consumers.
Key points
Companies introducing beverages in packaging can voluntarily choose until the end of 2028 whether to join the national deposit-refund system or create their own packaging collection system.
Retail and wholesale stores selling beverages covered by the deposit-refund system will be required to accept empty packaging and refund deposits, even if the customer does not have proof of purchase.
Entrepreneurs who already operate their own packaging collection systems can continue to do so until the end of 2028, but must notify the minister by March 31, 2026.
The act specifies how to calculate the level of selective packaging collection, aiming for greater transparency and effectiveness of the system.
