Support for Active Farmers: New Financial Aid Rules
The act introduces new rules defining who qualifies as an "active farmer" to receive financial support. The changes aim to direct aid to those genuinely engaged in agricultural activity, requiring documentation of costs or revenues from farming. Simplifications are provided for small farms and farmers meeting specific conditions, such as owning livestock or participating in eco-schemes.
Key points
To receive aid, farmers must document incurred costs or revenues from agricultural activity within a specified period.
Certain groups of farmers, such as cooperatives, those with a sufficient number of animals, or participants in ecological programs, are exempt from documenting costs/revenues.
Aid may also be granted if costs or revenues were incurred/obtained by the spouse of the farmer applying for assistance.
In 2026, farmers who received small direct payments (up to 1125 euros) in 2025 do not need to document active farmer status.
Information on "active farmer" status will be included in aid decisions and the producer registration system.
