Extinguishing and Amending Aid Provisions for Ukrainian Citizens

The act extinguishes and amends existing provisions for aid to Ukrainian citizens in Poland. Social and Family Benefits: Rules for granting family and childcare benefits have been changed, making them dependent on having a PESEL number with UKR status and residing in Poland. The possibility of suspending payments in case of failure to appear when summoned or leaving Poland has been introduced.
Healthcare: Groups of temporary protection beneficiaries entitled to healthcare services (e.g., children, pregnant women, torture victims) and their financing rules have been defined. Hospital treatment started before the act's entry into force can be continued until March 4, 2027.
Education: Ukrainian students complete primary school after receiving positive grades and taking the eighth-grade exam. Until August 31, 2026, other locations for didactic, educational, and care activities may be created, and transport to schools may be organized free of charge.
Employment and Business Activity: Temporary protection beneficiaries can work without a work permit and conduct business activity under specified rules. Polish employers must notify the labor office about employing a foreign national with UKR status.
Childcare: New definitions and rules have been introduced for temporary guardianship and foster care for foreign children, including the possibility of employing foreign nationals as educators in care facilities.
Phasing out Existing Solutions: Many provisions of the 2022 Act on Aid to Ukrainian Citizens are repealed, meaning the end of some previous forms of support and the need to adapt to new regulations.
