RES Support Review: Changes for Prosumers and Wind Energy

The document summarizes changes to renewable energy source (RES) support systems in Poland between 2021 and 2024. For citizens, the most significant changes are the new rules for settling energy from home solar panels (transition from the net-metering to net-billing system) and the development of subsidy programs like "Mój Prąd". It also introduces facilitations for energy cooperatives and clusters, and a legal framework for offshore wind farms.
Key points
From April 1, 2022, new prosumers are settled under the net-billing system, where the value of energy fed into the grid is priced at market rates, not by volume as in the old net-metering system.
A correction factor of 1.23 was introduced to increase the value of the prosumer deposit, improving the profitability of photovoltaic panel investments.
Subsequent editions of the "Mój Prąd" subsidy program (from 3.0 to 6.0) were launched, with budgets of up to PLN 0.95 billion, supporting the purchase of photovoltaic micro-installations.
Legal foundations were created for the development of energy cooperatives and energy clusters, offering them, among others, discounts on distribution fees and exemptions from certain charges.
The Offshore Wind Act launched a support system for this technology, with a maximum price of PLN 319.60/MWh in the first phase and a capacity limit increased to 12 GW.
