End to Animal Tethering: New Rules for Pet Owners

The ban does not apply to dogs used for special purposes (e.g., in uniformed services, rescue) or to pastoral dogs during seasonal grazing.
Violation of the tethering ban will continue to be treated as a misdemeanor, punishable by a fine or arrest.
