New rules for monitoring goods transport and fuel trading

The act expands the monitoring system to include ready-mix concrete and mineral mixtures. It introduces simplified reporting for large concrete deliveries and new fines for non-compliance. The changes aim to tighten the tax system and reduce the shadow economy.

New fines: PLN 20,000 for false data in simplified reports, PLN 5,000 for missing final settlement.
Concrete truck drivers: if GPS tracker fails for over 15 minutes, must stop and call the customs office.
New official GPS seals: a refundable deposit of PLN 2,000 will be required for each seal applied.
More authorities gain access to transport registry data: e.g., Chief Pharmaceutical Inspector and National Agricultural Support Centre.
Registry data will be stored for a maximum of 12 months after seal removal, unless proceedings are ongoing.
