Mandatory Registration of Dogs and Cats in KROPiK

The act introduces mandatory microchipping and registration of all dogs and cats in the National Register of Marked Dogs and Cats (KROPiK). Every owner must chip their pet and register it in the system, which will help find lost animals and combat homelessness.
Key points
Mandatory marking and registration for dogs (before first rabies vaccination) and cats (before 3 months of age).
Maximum fee for marking and registration is 0.56% of average salary – municipalities may refund these costs.
Owners gain access to data via mObywatel app, including vaccination reminders.
Ban on selling and transferring unmarked animals – penalties up to 200% of average salary or fine.
Shelters and foster homes must mark and register animals before releasing to new owners.
Animal data stored for 5-30 years; veterinary services, police and city guard gain access.
