This bill introduces changes to mandatory vehicle third-party liability (OC) insurance, reducing fines for its absence for individuals who have not previously or only once failed to have it within 10 years, provided timely payment. Additionally, insurance companies will transfer a portion of OC premiums to support the Police, State Fire Service, and Volunteer Fire Brigades, aiming to improve their infrastructure and public safety.

Lower fines for lacking vehicle OC: Fines can be reduced by 50% (for those with no prior offenses) or 30% (for those with one prior offense in 10 years), provided timely payment.
Financial support for services: 4.5% of vehicle OC premiums (approx. 706 million PLN annually) will be allocated to the Police, State Fire Service, and Volunteer Fire Brigades for investments and renovations.
No increase in OC premiums: Insurance companies are prohibited from raising OC premiums due to these transfers; the Financial Supervision Authority will oversee this.
Improved safety: Additional funds are intended to enhance the equipment and infrastructure of these services, thereby increasing public safety.
