Municipalities and the State Treasury will gain a right of first refusal for these properties, and their price will be determined based on their sports function, not potential development value.
High financial penalties will be imposed for unauthorized changes in use or demolition of a facility, with funds going to the Physical Culture Development Fund.
Local spatial development plans will be mandatory for areas with RSOS-listed facilities, preventing uncontrolled construction.
