Accelerating Nuclear Plant Construction: New Permits for Preliminary Works

The law introduces a separate permit for preliminary construction works (e.g., excavations, ground reinforcement) before the main building permit for a nuclear power plant is issued. This is intended to speed up the entire investment process. For citizens, this means potentially faster construction of the power plant, but also involves additional fees for the investor (e.g., PLN 1.5 million for a safety opinion).

New permit type: investors can get approval for preliminary works (e.g., earthworks, foundation concreting) before the full building permit for the power plant.
The voivode issues the permit for preliminary works, while the President of the National Atomic Energy Agency (PAA) issues a separate nuclear safety permit for these works.
The fee for processing the PAA permit application for preliminary works is PLN 1.5 million.
Preliminary works can be carried out in parallel with the main building permit procedure, shortening the project timeline.
Changes also affect the State Forests – they must cut trees on the construction site faster; if no agreement is reached with the investor, the voivode sets the deadline.
