The draft bill makes it easier for apartment owners to terminate lease agreements and carry out evictions. The changes shorten the waiting time to terminate a contract due to rent arrears and remove criminal liability from owners for cutting off utilities to illegal occupants. According to the authors, the goal is to protect private property, which is intended to encourage renting and lower rental prices.
