Rules for continuing PhD studies after university evaluation

The act regulates what happens to PhD students when their university receives a lower scientific category in an evaluation. It specifies who can finish their studies and who takes responsibility for awarding doctoral degrees.
Key points
PhD students who started before the category downgrade can finish, but no new admissions are allowed.
With category C, another institution takes over supervision of doctoral proceedings.
Doctoral schools with category B can operate longer, but cannot recruit new students.
Costs of awarding a PhD degree elsewhere are covered by the university that lost its rights.
