New rules for the Constitutional Tribunal: how judges will be elected.

This law introduces new, detailed rules for the Constitutional Tribunal, which assesses whether laws comply with the Constitution. It changes how judges are elected and the requirements for them, aiming to increase their independence and the institution's transparency.
Key points
Election of Tribunal judges: The Sejm (lower house of parliament) will need a qualified majority of 3/5 of votes, requiring broader political consensus.
New requirements for candidates: A judge must be between 40 and 70 years old, and former politicians and party members must wait 4 years.
Transparency in selection: Candidates for judges will undergo public hearings, allowing citizens to better assess their qualifications.
Constitutional complaint: Citizens whose constitutional rights were violated by a final court ruling can file a complaint with the Tribunal. If successful, they may be reimbursed for costs.
Case assignment: Cases will be assigned to judges in alphabetical order, which is intended to prevent influencing who handles a specific case.
Term of the Tribunal's President: The President will be appointed for a 3-year term (renewable once) from two candidates selected by the judges.
