Compensation for Crop and Fish Pond Damage Caused by Birds

This bill introduces the possibility of obtaining financial compensation from the state for damages caused by certain bird species (geese, swans, cranes, cormorants) to agricultural crops and fish ponds. Farmers and fish farmers who have suffered such losses will be able to apply for support, which aims to help protect their farms from the negative effects of bird foraging.
Key points
The state will pay compensation for crop damage (corn, grains, rapeseed) caused by geese, swans, and cranes, as well as for losses in fish ponds caused by cormorants.
To receive compensation, the affected farmer or fish farmer must submit an application to the National Centre for Agricultural Support (KOWR) or a provincial agricultural advisory center.
The amount of compensation for crop damage will depend on the damaged area and the percentage of damage, while for fish ponds, it will depend on the number of cormorants and the pond area.
In the case of crop damage, a special team (including the affected party, a representative of agricultural advisory services, and an agricultural chamber) will conduct an inspection and draw up a report.
The Minister of Agriculture, in consultation with the Ministers of Environment and Fisheries, will specify detailed rules for submitting applications, inspections, calculating, and paying compensation, including flat rates.
Decisions on compensation will be issued by KOWR, and appeals can be made to the Director General of KOWR or to the court.
