New law for folk groups: legal status and state funding

This bill creates a new legal framework for Polish folk groups (song and dance ensembles, bands, regional groups), granting them legal personality. This allows them to earn income legally and apply for state subsidies: a one-time grant of up to 50,000 PLN for equipment and 25,000 PLN annually for operations. Simplified accounting is introduced for smaller groups.

Folk groups can gain legal personality by registering in a new national register managed by the Agency for Restructuring and Modernisation of Agriculture (ARiMR).
Members must be at least 18 years old (13 with parental consent); a person can only belong to one group at a time.
Groups can receive a one-time grant of 50,000 PLN for costumes, instruments, and sound equipment, plus an annual subsidy of 25,000 PLN for ongoing activities.
Small groups (annual revenue up to 1 million PLN) can use simplified accounting, reducing administrative burdens.
Oversight is by ARiMR, with opinions on group status issued by the National Institute of Rural Culture and Heritage.
