Report on the State of Special Economic Zones at the End of 2025

Decline in investment and employment: Total investment value fell by PLN 2.87 billion, and the number of jobs decreased by 12.2 thousand compared to 2024. The main reason is the withdrawal of permits by companies that have completed their investments and used up their tax exemptions.
Dominance of the automotive sector: Nearly 29.1% of all investments in the zones (over PLN 47.78 billion) come from the automotive sector, which is the leading industry in the Katowice, Legnica, and Wałbrzych zones.
Origin of capital: Over 70% of the investment value comes from six countries: Germany (23.71%), Poland (21.37%), Belgium, South Korea, Luxembourg, and the Netherlands.
Land development: The average land development rate in the zones increased to 77.74%, but over 5.1 thousand hectares of free land are still available for new investments, especially in the Legnica and Słupsk zones.
Infrastructure spending: In 2025, PLN 464.2 million was spent on infrastructure development in the zones, with almost 25% coming from zone management companies and the rest from local governments and utility providers.
