Social Security for Artists: Contribution Subsidies and Professional Status

This law introduces a new support system for professional artists. It allows them to obtain a professional artist status and grants state budget subsidies for social and health insurance contributions to those with the lowest incomes. The goal is to provide artists with continuous access to healthcare, sick leave, maternity benefits, and a future pension.

Introduction of a 'professional artist' status, granted for 5 years by a dedicated institution after an opinion from a commission of artistic community representatives.
A subsidy for ZUS and NFZ contributions for artists whose average annual income over 3 years does not exceed 125% of the minimum wage. The subsidy tops up contributions to the minimum wage level.
Artists entitled to the subsidy gain full social and health insurance financed by the state budget, granting them rights to benefits like sick pay or maternity leave.
Artists not entitled to the subsidy (with higher incomes) gain a new, mandatory insurance title, with a contribution base not lower than the minimum wage.
The law excludes entrepreneurs and farmers. It also provides for skills development programs and the possibility of suspending artist status for up to 36 months.
