Post-flood aid for farmers: land reclamation, exchange and buyout

The act introduces new options for farmers whose land was destroyed by floods. It gives them a choice: rebuild damaged fields, exchange them for other state-owned land, or sell the land to the state with compensation. All options are financed from the state budget, not just from local government funds.
Key points
Simplified land reclamation: only one expert opinion needed instead of two, and owners can do the work themselves and get reimbursed.
Land location change: destroyed land can be exchanged for State Treasury land in safer locations.
State buyout option: if reclamation is too expensive or land is in a flood-risk zone, the state will buy it with a 20% bonus above market value.
State budget financing: costs are covered by the natural disaster reserve, not just regional government budgets.
Faster procedures: land consolidation exempt from environmental assessment, speeding up the entire process.
