New Procedure for Blocking Illegal Online Content and Restoring Removed Material

The bill introduces a fast-track administrative procedure to block access to specifically defined illegal online content (e.g., child pornography, fraud, hate speech) and to restore content unjustly removed by platforms. Applications will be reviewed by the President of UKE or the Chairman of KRRiT, with the right to appeal their decisions to a common court. For citizens, this means a new tool to combat harmful materials, but also protection against excessive censorship by online services.
Key points
A public prosecutor, the Police, a National Revenue Administration authority, a copyright or related rights holder, or a service recipient may apply to block content that may constitute crimes such as fraud, incitement to hatred, or copyright infringement.
A service recipient whose content was unjustly removed by a hosting service provider may apply for its restoration, citing a provider error or excessive interference with freedom of expression.
In cases involving child sexual abuse material, the blocking decision will be immediately enforceable to accelerate victim protection.
If there are no effective means to execute the block, the domain with illegal content will be added to a special, non-public register, and internet providers will have 48 hours to block access to it.
There is no administrative appeal against the body's decision (President of UKE or Chairman of KRRiT), but any party can file an objection to a common court within 14 days for a full re-examination of the case.
