Mandatory Age Verification on Porn Sites and Access Blocking for Minors

The law requires all websites with pornographic content to implement effective age verification to prevent access by persons under 18. Sites that fail to comply will be added to a special register, and internet service providers will be required to block access to them. Financial penalties of up to one million PLN are foreseen for violations.

Every website with pornography must implement an age verification mechanism (e.g., via online banking or a digital identity wallet); a simple self-declaration of age will not be sufficient.
The President of the Office of Electronic Communications (UKE) will maintain a register of non-compliant sites, and internet providers will have 48 hours to block access to them within Poland.
Failure to verify age can result in a fine of 10,000 to 1,000,000 PLN, while failure by an internet provider to block access can lead to a fine of up to 250,000 PLN.
Any citizen can anonymously report a non-compliant website to the UKE President, and the owner of a blocked site has the right to object and file a complaint with a court.
