Mandatory refunds for employers training young workers

The bill changes the rules for refunding wages of underage employees from the Labor Fund. The current possibility of refund ('OHP may make') is replaced by an obligation ('OHP make'). This means that if an employer meets the conditions, they must receive reimbursement of wage and contribution costs, which is intended to ensure stable financing of vocational training and encourage more companies to train young people.
Key points
Employers hiring minors for vocational training will be guaranteed a refund from the Labor Fund if they meet the statutory conditions.
The change aims to increase the number of practical vocational training places and combat youth unemployment.
The estimated annual cost for the Labor Fund is about PLN 1.3 billion, of which about PLN 150 million is currently missing.
