Police Report 2025: Fewer Operational Controls, Changes in Judicial Oversight
In 2025, the Police applied for operational control less frequently, and the number of ordered controls decreased. New requirements were introduced for the services regarding the detail of applications and the obligation for courts to provide written justification for every decision on operational control. Work is underway on a draft law strengthening judicial oversight of operational control.

The number of ordered operational controls fell to 7,367 (from 8,588 in 2024).
Out of 7,554 registered applications and orders, 187 did not receive consent for operational control.
An obligation was introduced for courts to provide written justification for every decision ordering or extending operational control.
Services must now specify in their applications the type of operational control, the type and functionalities of the technical means, and the scope of data planned to be obtained.
The draft law (Sejm paper no. 2411) proposes, among other things, abolishing the Internal Oversight Inspector's power to use operational control and the institution of controlled purchase.
The proposed regulations aim to provide the court with access to the results of operational control even if no evidence allowing criminal proceedings to be initiated was obtained.
